I'm having the same issue now for a few weeks. I get the "rsl error 1 of 1" when trying to view the spending outlook chart or goals.
Any acknowledgement from quicken about this issue?
I've searched the forums, and this is all I've found.

BTW, the iphone app shows the goals info just fine.

The official response from CS was to clear my cookies. That didn't help.
The other option given was to install a newer version of flash (I'm currently at 9.0r48, on linux).

Unfortunately, with my OS version I can't get a newer version of flash than this :-(

Turns out that QO is just not compatable with flash 9.0.
On linux, flash 9.0r48 is the latest generally available version with an RPM installer. However, I've found I no longer get the RSL error with flash 9.0r159 or 9.0r246 (I don't know what these versions correspond to in the windows/mac world, but I think they are 9.x point upgrades).
Archives of flash 9 installers can be found here http://kb2.adobe.com/cps/142/tn_14266.html

    Hope that helps someone...
