I'm pretty sure there isn't.
I think this (QO) is only for financial institutions. However, the final word would be if your utility of phone provider is in the account setup list.

EDIT: You can however, track payments to those companies by adding the financial institution that you pay them from into quicken online. Not sure if thats what you were getting at....
