My ETrade Bank account uses a password plus a randomly generated number that changes every sixty seconds. So you can't login without the number viewing device. So, to enable Quicken to login to that account I would have to forgo the enhanced security provided by the random number.

That is not correct. You can log in with the password. Your password is the string of numbers/letters that you enter BEFORE you enter the randomly generated securid code.
The previous poster is correct. In their documentation, Etrade states that "aggregation services" cannot be used with the enhanced security system they provide. I spent quite a while on the phone with Etrade tech support yesterday discussing this. They confirmed it. If I want to use Quicken Online, I have to turn off RSA SecurID capabilities on my account.
According to their documentation, it should be capable to download OFX files (for Quicken or MS Money) from Etrade using only ID/Password, but that is not apparently what Quicken Online does.
Quicken Online tried several times to retrieve my data from Etrade after I enabled SecurID. After 5 failed attempts, my account was locked (hence the discussion with Etrade tech support).
So, until something changes at Quicken Online or Etrade, we won't be seeing our Etrade accounts online.
