Bogus alerts that incorrectly compare actual spending to budgeted spending

I've created a monthly budget and set alerts for a number of discretionary categories by applying rules for percentage over-runs.
I am now receiving alerts during the month that include some categories where the percentage over-run of actual vs budget has not occurred.
Is there a bug in the budget alerts using percentage rules? If so, is there any bug fix that can be downloaded or a workaround?
