DSL Connection

Quicken Deluxe 2009
Recently moved to Germany and bank with usaa. I am now on a DSL connection where I was on a cable connection back in the states. I can no longer connect to usaa. I can connect to other financial institutions. An error log is generated stating that it's either a server outage or a firewall is blocking the site. I've made no changes at all to my setup other than being on DSL now. Any suggestions/help. Thanks
