I created new goals earlier when I started, but don't see how to make another one. Any idea on this? Thanks a lot.

Go to the black Goals tab at the very top. Then at the bottom of the screen, click on the 'Add a Category' button. You'll be creating a goal (budget) for the expense category you select.
